In most of small-town America, the people who show up when your house catches fire are not paid to do it. They are your neighbors, and they left something else to get there.

A Force Built on Volunteers

According to the National Volunteer Fire Council's 2026 fact sheet, the United States has an estimated 1,018,100 firefighters. Of those, 635,100 are volunteer.

That works out to 62 percent, or about two out of every three. The image of a full-time crew waiting at the station, ready to slide down a pole, describes a minority of American fire coverage.

More Than 18,000 Departments Run Without Paid Staff

The scale becomes clearer at the department level. Of the nation's 29,452 fire departments, 18,873 are staffed entirely by volunteers, according to the NFPA's US Fire Department Profile, the latest national count available.

Another 5,335 departments are mostly volunteer. Only 2,785 run on an all-career staff. Add it up, and the majority of US fire departments depend on volunteers for some or all of their crew.

A Day Job, Then a Pager

Volunteer firefighters are not hobbyists. Many states require them to train to NFPA 1001, the same national firefighting standard used to certify career firefighters.

Then they go back to their regular jobs. A plumber mid-repair, a teacher between classes, a farmer in the field - any of them might be the one running for the truck when the pager sounds.

Not Always Unpaid, Always Volunteer

Volunteer does not always mean free. Some departments offer small stipends, tax breaks, or length-of-service benefits to keep people signing up.

None of that changes the basic arrangement. These firefighters hold other full-time work and answer emergency calls because their community needs them to, not because it is their main paycheck.

Still True Today

Most of the gap comes down to geography and budgets. Small and rural communities often cannot fund a full-time, round-the-clock career staff, so trained volunteers fill it instead.

Right now, in more than 18,000 American towns, the entire roster on the truck is volunteer, and the crew still turns out. The next time a fire truck passes with its lights on in a small town, there is a good chance the person driving still has a day job waiting tomorrow.
